Washington's Birthday
George Washington was born on February 22, 1732, in Westmoreland County, Virginia — February 11, 1731, by the Julian calendar then used in the British colonies. His birthday became a holiday for federal offices in Washington, D.C., by a law of January 31, 1879, and in 1885 holiday pay was extended to all federal employees.
Why it is never on February 22
The Uniform Monday Holiday Act, signed on June 28, 1968, moved the holiday to the third Monday of February from 1971, creating a three-day weekend. The third Monday always falls between February 15 and February 21, so the holiday never lands on Washington's birthday (February 22) or on Abraham Lincoln's (February 12).
Presidents' Day or Washington's Birthday?
Federal law (5 U.S.C. 6103) still names the holiday “Washington's Birthday”, and that is the name on the OPM holiday schedule. A 1968 proposal to rename it Presidents' Day and honor Lincoln as well was dropped, and neither Congress nor the President has changed the name since. “Presidents' Day” is still common on state calendars and in retail.
