History of Juneteenth
President Abraham Lincoln's Emancipation Proclamation took effect on January 1, 1863, but it did not end slavery everywhere: it could only be enforced where Union troops were present, and Texas was still beyond their reach when General Robert E. Lee surrendered in April 1865.
Granger's troops reached Galveston on June 18, 1865. The next day he issued General Order No. 3, which begins: "The people of Texas are informed that, in accordance with a proclamation from the Executive of the United States, all slaves are free." The Thirteenth Amendment, ratified in December 1865, then abolished slavery nationwide. Black Texans have celebrated the anniversary since 1866.
How it became a federal holiday
- 1979: Texas became the first state to pass a law recognizing Juneteenth.
- 104th Congress (1995–1996): Representative Barbara-Rose Collins introduced the first bill to recognize Juneteenth federally.
- June 15–17, 2021: the Juneteenth National Independence Day Act (S. 475) passed the Senate by unanimous consent and the House the next day; President Joe Biden signed it on June 17 as Public Law 117-17.
- Because June 19, 2021, was a Saturday, most federal employees had their first Juneteenth holiday on Friday, June 18, 2021, the day after the bill was signed.
What's open and closed
- Federal offices are closed. When June 19 is a Saturday, federal employees get the Friday before; when it is a Sunday, the Monday after.

- Post offices are closed with no regular delivery. For a Saturday Juneteenth, the Postal Service keeps post offices open with normal delivery on the Friday before.
